Well, as far as we've seen, it reacts to people with abilities. Why, we have no clue yet.

I'm betting it's got something to do with Samuel's power and it's a representation of the whole "come home my family" thing.

It'll probably be that people with powers give off an electrical signal different to those without and that this discharge has a different effect on the compass which allows it to point to others with the same electrical output. It'll point to the carnival because there are so many powered people there.

 I wonder than who made the compass, because they look old, and as far as we know Samuel hasn't watched the 1961 footage yet.  So did his brother make them so he could always find him..........
