Personally, I think that he isn't.

You notice that when he paints, he has the glossy white eyes. (obviously)

but he goes into a trance when that happens, doesn't he? That's why he can't remember painting that picture. I think Isaac assumes he was under the influence because he can't remember painting. Maybe this idea is encouraged by a history of using heroin, and similar things happening to him.

If this is true, I think he should stop being so hard on himself =]

They have already shown that he has realized that he can still paint without the drugs.  There was a scene with him talking to Hiro that made all of the clear.
