Just when i started to trust him...  Just when i started to like him...  WHY ??!!!!!! I could say that i hate him, but i just try to keep wathcing S1 finale to remember that he - at least HAS - been a good guy. He's reaction to Peter's rescue what horrible! He was really angry for being saved! If someone like Peter would save me from a burning building i would be thankful! NATHAN.....!!!!!!!! WHY ?? ?? ?? ?? ?? *heart breaking*  But i think that Adrian's doing a good job. Nathan's just the guy you can't trust... or can you... or can't you... MAKE HIM PAY, PETER!  But yeah, i don't think that i like him that much anymore....

it was stating two points. (1) Hiro doesn't have powers (2) Even if he did, he isn't a threat. He's not one of the bad guys.
I understand your point of view but... About Hiro not being one of the bad guys. Well, sure he is a good guy, harmless huh? put him under the right circumstances, let's say: to stop other people from being hunted, baged and taged, he could become something else. And believe me, you don't wanna risk that with a guy that can travel in time and freeze time.

Come to think of it, the only thing Nathan can use as an excuse is "but what if...", which doesn't really come in handy when he has powers too... But no, locking them up is wrong! Just so wrong! If he really is going to lock 'em up, all he gets is hate towards himself, and a some sort of prison break and a revolution of super humans.
