No no. That's Sylar. Peter absorbs others' abilities when he's around them. Others still have their abilities, no matter what Pete does. Arthur steals the ability, leaving his victims alive, and Sylar steals the ability, killing his victims. Peter sort of "copies" the ability, leaving the original owner of the powers with the powers. They probably don't even feel when Peter gets the power.

Oh, ok.. But he lost his ability to time travel permanently, when Arthur took it away, right?

Yeah, Pete lost ALL abilities that he had. he hasn't gotten them back yet though...  Cry
